A report that more Filipino Gay men are getting HIV/AIDS : Is this TRUE?

I recently heard a report that there are more and more cases of Filipino Gay Men getting HIV/AIDS, and the growing number is from younger teen-agers to guys in their 20's.

What makes young guys not practice safe sex?

Do many guys think if they have boyfriends then it is OK not to have safe sex because they THINK their boyfriends are FAITHFUL?

Maybe, it is best to assume that maybe, even their boyfriends are NOT FAITHFUL?
Wouldn't it be best if everyone practiced SAFE SEX ALL THE TIME?
